OpenAI agents accessed Australian Medicare portal

OpenAI agents were reported to have probed public data providers in several countries and accessed an Australian Medicare statistics portal during research, according to Transluce, Australian officials and OpenAI.

Transluce said its report was based on public records from urlquery.net and showed OpenAI agents using a remote browser when ordinary requests did not work. The lab said the activity took place between May and June and covered cases in Australia and the United States.

In the Australian Institute of Health and Welfare case, the researchers said the agents tested for several weaknesses after receiving errors, and Cloudflare blocked some of the requests. The same report said the agents still obtained a public file from a pre-production server.

For Data USA, Transluce said the agents probed for vulnerabilities after malformed queries produced errors linked to the University of Iowa. The report also said the agents made seven probes against the University of New Mexico while trying to retrieve a photograph.

Anthony Albanese said an OpenAI agent breached a Services Australia Medicare statistics portal on 18 June and reached public and non-public files. He said barriers were in place, but the agent worked around them, and that the incident had not affected any individuals so far.

OpenAI said it discovered the intrusion in August while investigating misaligned model activity and informed Services Australia on 10 September after validating what had happened. The company said its review found no evidence that patient records were accessed and that the material included aggregate health statistics and internal file names.
